New Licensing Requirements

Effective July 1, 2023

Changes to the HFA and RCA licensure requirements represent a substantial revision. It is important to note the changes when registering for an upcoming HFA/RCA course.
New HFA Requirments

New HFA Licensing Requirements

Effective July 1, 2023

Indiana HFA Educational Requirement  (meet one of the following):

​

 

  1. Possess a bachelor’s degree or higher degree from an accredited post-secondary educational

  2. Possess an associate degree from an accredited postsecondary educational institution and complete a specialized course of study in long term health care administration, as prescribed by the board (HOPE’s HFA course meets this requirement).

  3. Completes a specialized course of study in long term care administration prescribed by the board HOPE’s (HFA course meets this requirement).

HFA Preceptor Requirement (Red type indicates significate change)

 

  1. Be currently licensed as an Indiana health facility administrator

  2. Be in good standing and not the subject of a disciplinary action by the board

  3. File an application with the board and be approved before serving as a preceptor

  4. Complete a board approved educational program

  5. Provide to the board, with the administrator in training application, a certificate of completion for a program described (4) above

  6. Have the training, knowledge, professional activity, and a facility or organizational setting at the individual’s disposal to teach prospective health facility administrator or residential care facility administrators

  7. And meet one of the following

    1. Have active work experience as a health facility administrator for at least two (2) years prior to the date serving as a preceptor (current rule requires 2 of past 3 years working as an HFA and repeating preceptor course every 5 years)

    2. Be currently employed as the chief executive officer of a continuing care retirement community

    3. Be currently employed as a regional manager for a health facility

    4. Be employed by an administrator in training school

  • An individual who submits an application to be a preceptor shall file a new application for each administrator in training application for whom the preceptor applicant intends to serve as a preceptor

  • An individual who meets the requirements of this section and is approved as a preceptor by the board shall do the following:

  1. Act as a teacher rather than an employer and provide the administrator in training with educational opportunities

  2. Inform the board if an administrator in training presents a problem that may affect the facility’s service and operation or the administrator in training program

  3. Notify the board on a from prescribed by the board of a change of status or discontinuance of the administrator in training program

  4. Upon completion of the program, submit to the board an affidavit, as prescribed by the board, stating that the requirements described in section 17 of this chapter have been met

  5. Maintain the records of an administrator in training program for a period of five (5) hears and, upon request by the board, allow the board to review the records

  6. Except for a preceptor in an approved training center or as necessary to accommodate a special situation or emergency, spend a majority of the required work hours during normal daytime business hours in the facility where training occurs

  7. Except as provided in subsection (a) below, a preceptor who serves as an administrator of a licensed comprehensive care facility may not supervise more than two (2) administrators in training at any given time. (Current rule is one (1) AIT at any given time)

a). A preceptor may supervise more than two (2) administrators in training at a given time:

i.If the administrator in training is enrolled in:

1. An approved training center; or

2. A postsecondary educational institution accredited program; or

ii.At the discretion of the board a preceptor may precept more than (2) administrators in training but not more than four (4) administrators in training if:

1. the preceptor’s sole duty is that of a preceptor; and

2. the preceptor spends at least eight (8) hours per week with each administrator in training.

b) A preceptor shall affirm to the professional licensing agency compliance with the subsection

New RCA Requirments

New RCA Licensing Requirements

Effective July 1, 2023

Indiana RCA Educational Requirement eliminates:

​

  1. Administrator in Training Requirement

  2. NAB exam

 

And modifies:

  1. Approved Continuing Education Hours is reduced to 20 per licensure year.
     

Indiana RCA Education Requirements Modified:  Any one of the following can be licensed after 7-1-23.

21 years old and be a Health Facility Administrator (HFA) or a registered, certified, or licensed health care practitioner under IC 16 or IC 25.

  • CURRENTLY meets requirement and will continue to meet the 7-1-23 requirement

  • Must submit to a national criminal history background check, specified by IC 25-0.5-1-8

 

21 years old and bachelor’s degree:  

  • Must pass the Indiana juris prudence exam required for RCA license.  This exam is based on the Indiana rules. 

  • Must submit to a national criminal history background check, specified by IC 25-0.5-1-8

 

21 years old and an associate degree in gerontology or healthcare

  • Must pass the Indiana juris prudence exam required for RCA license.  This exam is based on the Indiana rules  

  • Must submit to a national criminal history background check, specified by IC 25-0.5-1-8

  •  

21 years old and a high school graduate with at least 1 year management experience in any of the following:

  • In health care

  • In housing

  • In hospitality; or

  • Providing services that are similar to services described in items A - C to individuals who are elderly. 

 

21 years old and a high school graduate WITHOUT at least 1 year management experience described immediately above

  • Must successfully complete a state approved, specialized course of study in residential care management. 

  • (HOPE’s RCA course meets this requirement); and,

  • Must pass the Indiana juris prudence exam required for RCA license.  This exam is based on the Indiana rules; and, 

  • Must submit to a national criminal history background check, specified by IC 25-0.5-1-8
